I actually tell my kids not to...The cow is awesome! I actually tell my kids not to kick it - the rubber is really heavy-duty, but still... not its intended use. My 2- and 4-year-old love riding it. (The 2-year-old is still learning how to get on and off, and how to bounce without tipping over forward but he's figuring it out. He's a little delayed developmentally so I'm sure other 2-year-olds can do it easily.)
